The Capitol is the meeting place of the US Congress and a physical setting for bicameral representation. Its history includes the destruction caused by British forces in 1814 and later rebuilding. We include it for the relationship between a legislature’s daily work and the vulnerability of its seat. An imposing dome is a symbol, not a measure of democratic quality; representation depends on institutions, laws and participation.
