A former prison complex and the Constitutional Court share this site. The court building was inaugurated on 21 March 2004, linking a history of confinement and discrimination with constitutional rights. We include Constitution Hill for that deliberately visible contrast. The building’s symbolism does not establish that every constitutional promise has been fulfilled; it provides a place to examine how law, memory and public institutions interact.
